The Department of Veterans Affairs is seeking industry capability information for a potential enterprise purchase of Low Earth Orbit (LEO) satellite equipment and connectivity services. - Government buyer: Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Connectivity and Collaboration Services (CCS), Core Provisioning Mobility Services (CPMS); the Technology Acquisition Center is identified as the acquisition office. - OEMs and vendors: No OEMs, manufacturers, resellers, or vendors are named in the notice or supporting materials. No specific equipment model or part number is prescribed. - Equipment requested: Commercial LEO terminals for fixed use, in-motion use on land-based vehicles, compact all-in-one portable use, and standard portable use. Quantities are not specified; standard operating components and accessories are expected. - Services requested: Fixed and mobile LEO subscriptions and connectivity, provisioning and activation, monitoring, warranty, logistics, troubleshooting, replacement, and technical support. The effort also includes transition of existing LEO 1.0 services and emergency standby equipment. - Performance and technical requirements: Target performance is 100–350 Mbps downlink, 20–40 Mbps uplink, and 45 ms average one-way terminal-to-downlink latency. Requirements include public or private IP options, dual-stack IPv4/IPv6 and IPv6-only capability, Ethernet handoff, pooled data plans where available, a secure monitoring portal, and 24/7/365 help desk support. Terminals must accommodate fixed, portable, and mobile deployment; specified environmental tolerances and restoration/replacement service levels are also required, though their detailed values are not provided in the summary materials. - Operational considerations: Solutions are intended for primary or backup connectivity, degraded or disconnected environments, contingency operations, disaster response, and mobile command use. Non-encrypted services do not require on-site implementation labor, site surveys, construction, cabling, mounting, facility modification, or site restoration. - Period of performance: 12 months from award, with four 12-month option periods; the total period may not exceed 60 months. Optional transition-out assistance may last up to 90 calendar days. - Notice status: This is market research for planning, not a solicitation. No quantities or estimated contract value are provided.
