FERC proposes a tiered authorization framework for certain activities at liquefied natural gas (LNG) plants, rather than requiring a project-specific order for each activity. - Government buyer and issuing agency: U.S. Department of Energy, Federal Energy Regulatory Commission (FERC); no specific office is identified. - Proposed authorization paths: Qualifying routine work could receive automatic authorization; specified work, including capacity increases within an existing footprint, would use a 60-day prior-notice process; and certain new facilities or auxiliary systems outside the authorized footprint would use a 90-day process. - Scope limit: The proposed process for new facilities outside the footprint includes a 25-acre expansion cap. - Requirements: Activities would be subject to environmental and engineering conditions, safety measures, agency consultation, landowner and local-municipality notifications, reporting, inspections, and construction and service deadlines. - Organizations and companies named: Cheniere Energy, Inc.; Interstate Natural Gas Association of America; Natural Gas Supply Association; Rio Grande LNG, LLC; Center for LNG; Woodside; EcoElectrica; and Earthjustice. These are references in the regulatory notice, not identified procurement vendors. - Procurement status: This is a proposed regulatory program, not a purchase solicitation; no products, quantities, or procurement vendors are specified.
Description
The Federal Energy Regulatory Commission proposes to revise its regulations to establish procedures for authorizing activities at liquefied natural gas plants without case-specific authorization orders under sections 3 or 7 of the Natural Gas Act. The proposed rule would create a tiered LNG blanket authorization program, including activities eligible for automatic authorization and activities subject to prior notice procedures. The proposal also includes environmental, engineering, and legal compliance conditions. Comments are due December 21, 2026.
