Description
The Department of State determines and certifies that the governments of specified countries are taking effective and continuing steps to address the problem of child soldiers. It waives, in whole or in part, certain prohibitions under section 404(a) of the Child Soldiers Prevention Act for the Central African Republic, the Democratic Republic of the Congo, Ethiopia, Nigeria, Somalia, Venezuela, and Yemen. The waivers permit specified forms of U.S. military assistance and/or the issuance of direct commercial sales licenses, with additional provisions concerning other assistance and the Russian Federation. The determination and certification are to be published in the Federal Register and transmitted to Congress with an accompanying Memorandum of Justification.
