Union County Children’s Shelter Operations

Union County is seeking an experienced provider to operate its licensed children’s shelter and deliver round-the-clock care for youth. - Government buyer: County of Union, New Jersey — Department of Human Services, Division of Purchasing. - Requested service: One contractor to operate the Union County Children’s Shelter, a non-restrictive temporary shelter for youth generally ages 12–17. - Capacity and coverage: Provide 24/7/365 operations, at least four guaranteed beds, and capacity for up to six beds as needed and available. - Included care: Staffing and supervision, transportation, education, meals, recreation, social services, and medical, dental, and psychological services. - Facility requirements: Meet New Jersey licensing standards, be reasonably accessible by public transportation, and be about 45 minutes or less from the Union County Courthouse under normal driving conditions. - Pricing: Per bed day, including costs needed to meet the service requirements. - OEMs and vendors: No OEMs, product manufacturers, or service vendors are identified by name in the materials.

Description

The County of Union is seeking one contractor to operate the Union County Children’s Shelter. The contract period is February 1, 2027 through December 31, 2027, with four 12-month extension options for 2028 through 2031. Proposals are due November 13, 2026, at 11:00 a.m. Eastern Time; late submissions and proposals sent by fax or email will not be accepted. The procurement is conducted through a fair and open process, and proposers must comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
