Washington Cities Insurance Authority is seeking a qualified actuarial firm for recurring liability solvency and rate-setting work, with separately priced optional Property and Automobile Physical Damage analyses. - Government buyer: Washington Cities Insurance Authority (WCIA); no sub-agency or office is identified. - OEMs and vendors: No OEMs or prospective actuarial vendors are named. WCIA is the buyer. - Required liability services: Five annual cycles of solvency valuation and reporting, data review, outstanding-claim and IBNR analysis, loss projections, funding and surplus-equity analysis, claim-payment projections, GASB 10 support, solvency testing, and liability rate-setting. Work includes member assessments and rating worksheets, review of WCIA’s assessment formula, supporting electronic workbooks, and presentations to staff and relevant committees. - Liability rate requirements: Analyze member deductible and retention options of $0, $25,000, $50,000, $100,000, $250,000, $500,000, and $1,000,000. Estimate losses within WCIA’s current $5 million self-insured retention and up to its $20 million per-occurrence limit; calculate rates at the 54% confidence level and at 60% and 70% when requested. Assess retention, equity, and reinsurance trade-offs. The solvency analysis considers confidence levels from 54% through 95%. - Optional Property work: If authorized in writing, WCIA will select either program-wide rate development or individual member experience-based rating. Both alternatives address deductibles of $1,000, $5,000, $25,000, and $50,000. The analysis must distinguish WCIA-retained losses from commercial insurance costs; the stated retention is the first $1 million of non-catastrophe losses, subject to member deductibles. - Optional Automobile Physical Damage (APD) work: If authorized in writing, WCIA will select either program-wide rate development or individual member experience-based rating. Both alternatives address deductibles of $250, $500, $1,000, $5,000, and $25,000. WCIA retains the first $250,000 of auto physical damage claims. - Optional rating methods and pricing: Under member experience-based rating, individual adjustments are capped at plus or minus 15 percentage points in addition to the program-wide rate change. Optional Property and APD pricing must separately identify one-time development and recurring annual update fees for each program and alternative. Performance requires prior written authorization. - Qualifications and deliverables: The firm must have at least ten years as a licensed actuarial firm; two account executives with at least five years of public-entity and pooling experience each; a designated account executive who is a Fellow of the Casualty Actuarial Society and a Member of the American Academy of Actuaries; peer review by another person; and at least three public-entity property/casualty self-insurance pool clients, preferably municipal pools. Required proposal materials include fee schedules, insurance certification, resumes and responsibilities, references, an account-team chart, a representative report, and comments on WCIA’s rate-making methodology.
