Military Sealift Command is seeking market information on an extended-term charter of a U.S.-flag Jones Act tanker for fuel transport and ship-to-ship transfer operations. - Government buyer - U.S. Department of the Navy, Military Sealift Command (MSC), Strategic Sealift Program Support Office; MSC headquarters is in Norfolk. - Naval Surface Warfare Center, Port Hueneme Division (PHD), is identified for engineering review and inspection of CONSOL/RAS requirements. The Naval Ship Engineering Center provided the standard station drawing. - Opportunity and vessel requirements - Charter one clean, approved U.S.-flag Jones Act tanker, with a base term and four option periods totaling approximately five years. - Carry at least 280,000 barrels of JP5, JP8, F76, or JA1, with required cargo segregation and double-valve isolation. Vessel requirements include Segregated Ballast Tanks, an Inert Gas System, specified size and draft limits, cargo-handling equipment, offshore operating capability, and a laden speed of 13 knots in moderate weather. - Support three CONSOL/refueling-at-sea receiving stations—two starboard and one port—within six months after vessel delivery. Provide one port-side Fuel Delivery Station (FDS) within one year after award. - Station and installation requirements - CONSOL/RAS work includes station risers, piping, fittings, rigging, clearances, lighting, messenger-line handling, drawings, testing, and engineering review. Existing stations may require inspection, modification, repair, or retesting. - The FDS must be a STREAM double-hose probe rig installed on the port side forward of the manifold; starboard installation is not acceptable. Requirements include specified winch loads and speeds, operating range, safety features, electrical compliance, load testing, and continuous operation through Sea State 5. Required habitability modifications must also be provided. - MSC or its representative may witness factory acceptance and installation weight tests. The vessel owner is responsible for vessel manning, training, and equipment. - OEMs and vendors - No commercial OEMs, manufacturers, or vendors are named in the available notice and attachments. Some station equipment is identified as government-furnished or made to a reference plan. - Notable commercial information requested - Respondents are asked for vessel particulars, availability and readiness, estimated daily charter and fuel costs, and installation and maintenance costs. - This is a sources-sought market research notice, not a request for proposals.
