The City of Rochester Water Bureau seeks engineering and construction-phase support for lead water service replacement work across multiple project groups. - Government buyer: City of Rochester, Department of Environmental Services, Water Bureau; the current opportunity identifies Michael J. Bushart, P.E., as the City contact. - Current procurement: Design, bidding support, construction administration, compaction testing coordination, and resident project representation for Groups 7A, 7B, and 7C, covering about 3,000 outside services plus a smaller number of inside services. - Group 7A: 1,083 services; Group 7B: 1,275; Group 7C: 632. - Includes evaluation and coordination for about 17 Sheppler Street services involving Monroe County Water Authority (MCWA) and B&O Railroad property. - A separate final pavement restoration assignment may be issued if funding is available. - Related attachment work also describes professional engineering services for Groups 6A/6B/6C and a separate lead service replacement construction plan with a base bid of 653 services and two add-alternates of 36 and 83 services. - Notable requirements: use City GIS records for design rather than a precise ground survey; drawings must bear seals from New York State-licensed professional engineers; plan for resident representative coverage when construction projects overlap; and coordinate nuclear density testing of backfill. - Pavement and lawn repairs associated with trench excavation are included, while chip sealing and milling/resurfacing are excluded from the main replacement work. Final pavement restoration could be separately designed and supported. - Funding and compliance references include New York State Environmental Facilities Corporation (NYS EFC), the Drinking Water State Revolving Fund (DWSRF), a 20% disadvantaged business enterprise utilization goal, and workforce and living-wage requirements. - No product manufacturers or OEMs are identified. Named organizations relevant to the work include the City of Rochester, NYS EFC, DWSRF, MCWA, and B&O Railroad.
Description
The City of Rochester is seeking proposals from qualified consultants to provide engineering design, bidding, construction administration, and resident project representative services for three lead water service replacement projects. The projects cover an estimated total of 3,000 existing lead water services across Groups 7A, 7B, and 7C, with 1,083, 1,275, and 632 services respectively, plus a smaller number of inside services in each group. Surface restoration is limited to pavement and lawn repair related to trench excavation; chip sealing and milling and resurfacing are excluded. The City may award a separate professional services agreement for design and/or resident project representative services for a final pavement restoration project.
