Education Service Center Region 13 is seeking a configurable cloud-based cybersecurity training and phishing simulation service for Texas education organizations. - Government buyer: Education Service Center Region 13 (ESC Region 13), on behalf of the Technology Alliance for Statewide Initiatives (TASI); Contracts & Procurement office. - OEMs and vendors: No OEMs, products, or vendors are named in the solicitation. The required certifications are from the Texas Department of Information Resources (DIR) and Texas Cyber Command. - Requested service: One integrated platform for phishing simulations, cybersecurity and AI awareness training, role-based and technical learning, assessments, analytics, reporting, implementation, onboarding, maintenance, updates, and support. Approximately 300,000 staff accounts are currently served; vendors must support onboarding capacity of up to 100 customers per month. - Required training: Include at least one currently DIR-certified AI awareness training program and one currently Texas Cyber Command-certified cybersecurity awareness training program. Student training access is optional, not mandatory. - Pricing and value: Staff licenses are priced across four annual per-license tiers; the lowest tier, covering 1–149,999 licenses, is capped at $2.50 per license per year. The first-year not-to-exceed budget is $1,050,000. A rough full-term estimate is $1,050,000–$4,200,000 if the first-year budget were repeated across all four base and extension years; later-year spending is not guaranteed. - Notable requirements: Proposed platforms and training must disclose AI-enabled features and AI systems used to deliver services or create deliverables. Vendors must provide applicable security and privacy certification or authorization documentation. Administrative access must support role-based permissions; participating entities prepare staff rosters and approve directory integrations. - Optional capabilities: Voice, text-message, and other non-email social-engineering simulations may be offered as additional features. Student access may also be proposed, with costs included in staff license pricing if offered. Integrations with collaboration platforms and use of existing email or identity-security data require participating entity approval. - Vendor selection approach: Two vendors are expected to be presented equally, with participating entities choosing their preferred vendor.
