NASA seeks capability statements for sole-source GTI VibePro modernization services

NASA is seeking capability statements for FY26 VibePro modernization services, with SETCO SALES CO identified as the intended sole-source provider. - Opportunity and response: NASA Shared Services Center (NASA/NSSC) is assessing whether to compete the requirement. Submit a capability statement referencing the notice ID; quotes are not requested or evaluated. - Work described in the attached SOW: Modernize VibePro authentication by removing legacy SiteMinder and LDAP support, implementing OAuth2/OIDC with an AWS Cognito proof of concept, and extending the updated sign-in approach to the iPad app. Upgrade the back end to Gradle, Java 21 or 25, and Spring Boot 4.x; update and test the web and iPad applications; and provide remote installation support. - Scope and location: The notice identifies Kennedy Space Center, while the attached SOW identifies NASA Marshall Space Flight Center (MSFC); confirm the performance location with the contracting office. The SOW specifies four weeks after receipt of order (ARO). - Competition: NASA describes SETCO SALES CO as the sole provider and intends a sole-source award. Capability statements will be used to determine whether competition is appropriate.

NASA/NSSC has a requirement for GTI VibePro Modernization Services FY26. 

NASA/NSSC intends to issue a sole source contract to SETCO SALES CO, Hebron, Kentucky 41048-8618,  under the authority of FAR 12.102(a). It has been determined that  SETCO SALES CO  is the sole provider of GTI VibePro Modernization Services FY26

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Kennedy Space Center (KSC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 333517.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. Central Standard Time on 10/23/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
