The U.S. Army is seeking industry participation for two Generation VI human-resources support contract suites covering personnel life-cycle and recruiting-management services. - Government buyer: Department of the Army, principally Army Contracting Command–Rock Island (ACC-RI) for the Human Resource Solutions Project Office (HRSPO). Related materials identify Army Contracting Command–New Jersey (ACC-NJ), ACC-RIA, the HR Solutions program office under PEO Enterprise, and SFAE-PSE-HS. - Contract suites: Personnel Life-Cycle Support (PLS) and Recruiting, Management, and Administrative Support (RMAS), both multiple-award IDIQs. The materials include draft solicitation and performance documents as well as industry-feedback material; individual task orders will define specific work, locations, staffing, schedules, and deliverables. - Services requested: PLS can cover workforce and personnel analysis, training, deployment, compensation, employee and family well-being, transition assistance, HR data administration, and ancillary IT/logistics support. RMAS covers recruiting and retention, personnel administration, analytics, technology integration, records tracking, protocol, technical writing, credentialing, and related support for Army, DoD, and other federal agencies, at CONUS and OCONUS task-order locations. - Staffing scope: PLS labor categories include administrative, network and software, systems administration and analysis, counseling, event management, financial and HR analysis, clerical, instructional, Lean Six Sigma, library, logistics, management, marketing/public relations, operations research, project management, technical, writing, and web-development roles, at specified experience levels. - Evaluation and offer requirements: The draft evaluation removes the Sample Task technical subfactor, changes past-performance ratings to Acceptable/Unacceptable and limits submitted questionnaires to three, and adds a Corporate Experience self-scoring matrix. PLS experience must address Training and Development, Sustainment (including well-being, counseling, and family/community support), and two elective task categories. RMAS experience must address Recruiting and Retention Personnel Support and one elective category. Base IDIQ pricing is not requested; pricing is evaluated at the task-order level. - Notable requirements: Contractors must protect personally identifiable, controlled unclassified, health, and other sensitive information; meet security, clearance, OPSEC, quality-control, and performance requirements; and preserve service continuity during transitions. RMAS requires a Secret facility/personnel clearance at award. Task-order clearance needs may vary. - Contract structure and value: Each suite is structured for a five-year base ordering period and a five-year option period. The PLS estimated ceiling is approximately $6.09 billion and the RMAS estimated ceiling is approximately $1.52 billion; each contract has a stated $2,000 minimum guarantee. Orders may use fixed-price or cost-reimbursement arrangements, with the available structures varying by suite. - Deliverables: RMAS includes meeting minutes, an OPSEC plan, a quality-control plan, status reports, key-personnel listings, transition plans, and critical-incident reports. PLS contract data requirements include meeting minutes, an OPSEC plan, quality-management information, status reports, key-personnel listings, a transition plan, and critical-incident reporting. - OEMs and vendors: No product manufacturers, OEMs, resellers, or commercial service vendors are identified in the provided materials. No hardware or other product purchases, product part numbers, or product quantities are specified. - Named government personnel: Morgan F. Ziatyk and Brooke B. Sheraden are identified in the supplied material.
