Description

Description

Notice of Intent to Sole Source

1. Procurement Office Background

The Mission and Installation Contracting Command - Yuma Proving Ground (MICC-YPG), on behalf of the U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, is conducting market research to identify potential sources capable of meeting the requirement described herein. This notice is issued to attempt to bolster government and industry coordination and partnership, as well as to determine if any other qualified commercial entities possess the capabilities to fulfill this requirement.

2. Scope of Requirement & Sole Source Intent

The Government intends to award a Firm-Fixed Price (FFP) contract on a sole-source basis to Motorola Solutions, Inc. (809 Pinnacle Dr Ste G, Linthicum Heights, MD, 21090-2535).

USAYPG currently operates an aging, proprietary Motorola Land Mobile Radio (LMR) network system (P25 digital system) manufactured by Motorola Solutions, Inc. This requirement is for the procurement of infrastructure maintenance and support subscription services, which include:

Advanced Services & Cyber Support: 24/7/365 remote technical support provided via Motorola’s secure Operations Center. Diagnostics & Restorations: Real-time network management tools and OEM-level diagnostics capable of identifying, resolving, and restoring operations during critical system failures. Advanced Repair & Return (ARR): Quick-turnaround hardware repair and return services for proprietary LMR parts and components. On-line Technical Support: Tier-3/4 technical escalations beyond the capabilities of YPG organic personnel.

Due to the proprietary nature of the P25 digital system and the significant Original Equipment Manufacturer (OEM) resources required for configuration management and information assurance, the government has determined that only Motorola Solutions, Inc. can provide these required sustainment services. This ensures that the network configuration remains in full compliance with Information Assurance requirements in accordance with Department of Defense Instruction (DoDI) 8500.

3. Information Sought (Capability Statement)

If your firm possesses the capability to meet or exceed these requirements, the Government requests that you submit a Capability Statement demonstrating your technical and operational capacity. Please address the following inquiries in your response:

OEM Support & Technical Capability: Describe your company's technical capability to provide 24/7 remote support, complex diagnostics, and physical parts repair/return for an aging proprietary Motorola P25 LMR network system. OEM Partnership & Authorization: Identify whether your firm is an authorized service provider or partner of Motorola Solutions, Inc., and clarify if your firm has the necessary agreements to utilize proprietary OEM diagnostics, software patches, and configuration tools. Information Assurance (DoDI 8500): Detail your technical approach to ensuring the LMR system remains in full compliance with DoD Information Assurance requirements under DoDI 8500. Commerciality: Does your company believe this infrastructure maintenance and support subscription service is a commercial item/service under FAR Part 12? NAICS Suitability: Do you agree that NAICS code 811210 (Communication Equipment Repair and Maintenance Services) is the most appropriate classification for this acquisition? If not, please propose an alternative NAICS code with justification. Socioeconomic Status & Business Size: Identify your business size standard under NAICS 811210 (e.g., Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business, or Large Business). Acquisition Approach: Identify whether your firm is interested in competing for this requirement as a Prime Contractor, or if you would pursue a subcontracting, joint-venture, or teaming arrangement.

THIS REQUEST FOR INFORMATION (RFI) IS SOLELY FOR INFORMATION AND PLANNING PURPOSES. It does not constitute a Request for Proposals (RFP), Request for Quotes (RFQ), or a promise to issue a solicitation in the future. The Government is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding will be solely at the interested party’s expense.

The Government is interested in input from the small business community across all socioeconomic categories (including 8(a), Small Disadvantaged Business, HUBZone, SDVOSB, and WOSB) to identify their capabilities in meeting the requirement at a fair market price.

Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
