U.S. Coast Guard solicitation for Sci Technology 4 Stub Couplers

The U.S. Coast Guard Aviation Logistics Center is seeking quotes for aircraft couplers used on HC-144 aircraft. - Government buyer: Department of Homeland Security, U.S. Coast Guard, Aviation Logistics Center (ALC). - OEM: Sci Technology, Inc. (CAGE 2J622). - Product requested: 30 new 4 Stub Couplers, part number 5008528-002, NSN 5895-01-415-8947. - The Coast Guard may order up to 30 additional couplers at the original unit price, for up to 60 total. - Key requirements: Products must have documented, auditable traceability to the OEM. Vendors must document authorized Sci Technology distributor status and provide a Certificate of Conformance. - Delivery and evaluation: Delivery is required within 90 days after receipt of order; early and partial deliveries are acceptable. Offers will be evaluated for technical acceptability and fair, reasonable pricing, with award to the lowest-priced technically acceptable offeror.

Description

This is a solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.201 as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  Solicitation number 70Z03827QL0000013 is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect as of April 27, 2026, IAW the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification System (NAICS) code is 336413. The small business size standard is 1,250 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency.

It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this solicitation for the following item:

*At the time of award, the USCG will place an order for the purchase of thirty (30) each 4 Stub Couplers. In accordance with (IAW) Federal Acquisition Regulation (FAR) clause 52.217-6, the USCG may require up to thirty (30) each, additional 4 Stub Couplers at the same price specified in the original purchase order. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award (or other mutually agreed-upon date). Delivery terms for additional orders shall be the same as called for in the original purchase order unless the parties otherwise agree.  

All items must have clear traceability to the Original Equipment Manufacturer (OEM), Sci Technology, Inc. (Cage Code 2J622) and provide documentation showing they are a Sci Technology authorized distributor. Traceability means a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location

The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause.

Please note: Only quotations with shipping terms of F.O.B. Destination or F.O.B Origin will be accepted. Shipping terms of Ex Works (EXW) or Incoterms 2020 (to include but not limited to DAP Incoterms 2020 and FCA, Incoterms 2020) will not be accepted.
