NSWC Crane Processor Card Evaluation, Script Recovery, and Optional Repair

The U.S. Navy’s NSWC Crane is seeking sole-source evaluation and potential repair of five processor cards, along with related engineering and data-recovery work. - Government buyer - U.S. Navy, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Crane Division (NSWC-CR), Maritime Electronic Warfare Division. - Contacts named in the materials: Trey Smith and Trista Ray. - OEMs and other named companies - Abaco Systems is identified as the sole-source manufacturer of the processor cards. - Northrop Grumman is named as the source of embedded running scripts to be salvaged and preserved. - Requested work and quantities - Evaluate five non-working processor cards, including diagnostic bench testing and analysis of whether each is economically repairable or beyond economic repair (BER). - Optional repair of up to five cards, subject to an itemized quote and written authorization before work begins; return shipping to NSWC Crane is included. - Salvage, copy, and preserve embedded scripts from five cards, and extract and document their hardcoded IP schemes, subnet configurations, and network profiles. - The attachments identify the five cards as part number G4DSPXXD3, serial numbers 742, 744, 683, 734, and 705; the statement of work also uses the designation G4DSP-XD3. The initial release summary separately identifies K7034, so the card designations differ across the provided materials. - Notable requirements and deliverables - Provide evaluation reports, software-related deliverables, security plans, and technical data deliverables. - Use engineering labor, specialized diagnostic software, and forensic tools for script recovery and preservation. - Repairs are optional and may proceed only after an itemized quote and signed Contracting Officer authorization. Government-furnished property is required.

Naval Surface Warfare Center has a requirement for evaluation and repair for processor cards.

SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, limited sources or brand name only Abaco Systems K7034, 2 New Star Road, Leicester, Leicestershire LE4 9JD, United Kingdom, under the authority of FAR 12. This is being solicited on a sole source because Items peculiar to One Manufacturer. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR Part 12 as a written .  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-27-Q-0006 is hereby issued as an attachment hereto. 

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
