The U.S. Air Force is conducting market research for custodial services at the Lakehurst portion of Joint Base McGuire-Dix-Lakehurst in New Jersey. - Government buyer: U.S. Air Force; Joint Base McGuire-Dix-Lakehurst (JB MDL), 87th Civil Engineer Group. The notice is associated with Air Mobility Command’s 87th Contracting Squadron (FA4484 87 CONS PK). - Opportunity status: Sources-sought market research only—not a solicitation or request for proposals or quotes. Funding is not currently available; interested companies may submit capability statements. - OEMs and vendors: No product manufacturers, custodial vendors, or other commercial companies are named in the notice or draft PWS. - Services requested: Routine and periodic custodial work for facilities across Lakehurst, including floors, stairs, elevators, carpets, restrooms, locker rooms, childcare and youth facilities, fitness and seasonal buildings, clinics, specialized laboratories, and other identified facilities. The contractor provides labor, management, equipment, vehicles, cleaning materials, and supplies. - Quantities and supplied items: Approximately 4,000 interior and exterior windows; about 150 entrance mats; and about 40 waterless urinal cartridges. The contractor also supplies restroom consumables, including liners, toilet tissue, paper towels, and hand soap, plus special anti-static wax for designated laboratory floors. Quantities for these consumables and wax are not specified. - Notable requirements: Paper products must contain 100% recycled materials. Childcare-facility staff must meet specified background-check, annual child-abuse-prevention training, and immunization requirements. Emergency cleaning must begin within eight hours of notification; restroom supplies that run out between scheduled services must be replenished within two hours of notification. - Performance period: The draft PWS does not specify a start date, end date, duration, or option periods.

  Description of Services: The contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Lakehurst, JB MDL, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, in order to meet the requirements of this Performance Work Statement (PWS) and the Service Summary (SS). Cleaning frequencies are established in Appendix A, Air Force Custodial Common Levels of Service Standards. Facility cleaning levels and estimated square footages are established in Appendix B, Estimated Square Footages and Cleaning Level. All work performed by the contractor shall be performed in accordance with (IAW) all applicable laws, regulations, Headquarters Air Force (HAF) standards, instructions, and commercial practices.
