The State of Kansas, through the Kansas Department of Insurance, is seeking firms to support insurance financial examinations and related regulatory work. - Government buyer: State of Kansas; Kansas Department of Insurance. The sample request for quote identifies Levi Nwasoria, Chief Examiner. - Services requested: Risk-focused financial condition examinations of Kansas-domiciled insurers and other regulated insurance entities; training for Department staff; qualified examiners and specialists; and pre-accreditation reviews. - Examination work: Assess solvency, financial condition, significant and prospective risks, governance, internal controls, enterprise risk management, audit functions, IT controls, statutory accounting, and compliance with applicable Kansas requirements. The work may cover life, property and casualty, health, and captive insurers. - Deliverables: Written examination reports, management letters when necessary, summary review memoranda, and surveillance-plan updates as appropriate. - Staffing and oversight: Project teams may include an examination supervisor, examiner-in-charge, senior and staff examiners, and IT, actuarial, investment, or legal specialists. Proposed hours are tracked by individual and role; hours beyond the projected not-to-exceed amount require Department approval. - Quantity and ordering: The bid schedule lists one unit of Financial Condition Examination Services, but there is no guaranteed work volume. Specific assignments, staffing, hours, and deadlines will be set through project-specific requests for quotes. - Standards and accreditation: Work must follow current National Association of Insurance Commissioners (NAIC) guidance and Department procedures. NAIC is referenced as a standards and accreditation organization, not as a contractor or OEM. - Named organizations and vendors: The State of Kansas, Kansas Department of Insurance, and NAIC are named. No commercial OEMs, vendors, or resellers are identified.
