The U.S. Coast Guard is modifying a sole-source AT&T contract to expand OneWeb satellite communications for its CGONE network. - Buyer and action - Department of Homeland Security, U.S. Coast Guard, through C5ISC and C5I Contracting and Procurement. - This is a modification to an existing sole-source contract, not a new competitive procurement. - Products and services - OneWeb Kits for low-earth-orbit (LEO) satellite communications; no quantity or part number is stated. - Services include SATCOM and additional bandwidth, site surveys, hardware installation, maintenance and sustainment, and Total Access Orchestration (TAO). - The modification also adds equipment deinstallation and SATCOM service deactivation when alternative communications infrastructure makes the OneWeb equipment unnecessary. - Sole-source rationale - The attachment identifies AT&T, LLC as the only provider able to integrate the service with the Coast Guard’s proprietary CGONE MPLS routing. - Deinstallation must be performed by AT&T or authorized vendors to preserve warranty and sustainment coverage. - Performance period and value - One base year, September 30, 2025–September 29, 2026, followed by four one-year options through September 29, 2030. - Contract dollar values are not legible in the provided information.

Description

The USCG requires Low-earth-orbit (LEO) SATCOM services to address critical needs of the overall USCG mission. These LEO services will provide the USCG with CGONE network availability in the most climate challenging regions. This requirement includes USCG site surveys, maintenance and sustainment, hardware (OneWeb Kits), hardware installation, SATCOM services, and Total Access Orchestration (TAO) services to ensure consistent functionality and connectivity. This sole source exception to fair opportunity is pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The purpose of this modification is to modify the existing contract to expand the scope of work by adding requirements for higher bandwidth support and introducing equipment deinstallation services,

Please see the attached Justification for Other Than Full and Open Competition.
