The U.S. Environmental Protection Agency is proposing to approve Arizona air-quality rules for agricultural operations and fugitive dust in the West Pinal County PM10 nonattainment area. - Government buyer and agencies: U.S. Environmental Protection Agency (EPA), Region IX; revisions were submitted by the Arizona Department of Environmental Quality (ADEQ). Pinal County fugitive-dust rule revisions are also included in the proposal. - Proposed rules: - AAC R18-2-610.03 applies to commercial crop operations. - AAC R18-2-611.03 applies to commercial dairies, beef cattle feedlots, commercial poultry facilities, and commercial swine facilities. - Requirements: Operators must select and implement best management practices (BMPs) to reduce fugitive PM10 emissions. They must submit annual identified reports describing selected practices and their implementation during the prior year. - Notable crop-operation requirement: The crop rule adds BMP requirements and a 20 percent opacity limit for high-traffic unpaved areas. - Regulatory effect: If approved, the rules would become part of the federally enforceable Arizona State Implementation Plan. This is a proposed regulatory action, not a purchase solicitation. - OEMs and vendors: No product manufacturers, OEMs, or procurement vendors are identified.
