The FCC materials describe a Privacy Act system update and an Upper C-band transition cost catalog; neither is a request to purchase products or services. - Government offices: Federal Communications Commission (FCC), including its Wireless Telecommunications Bureau for the Upper C-band notice. - Named organizations: FCC and Universal Service Administrative Company (USAC). The FCC-2 system may be maintained on FCC, USAC, or vendor networks; no individual vendors or OEMs are named. - Privacy Act system update: The FCC proposes renaming system FCC-2 from “Business Contacts and Certifications” to “Business Contacts, Disclosures, and Certifications.” Proposed changes add records about relevant prior misconduct and a routine use permitting disclosures to Federal agencies considering suspension or debarment. - Upper C-band transition: The notice seeks comments on a preliminary cost catalog for relocating incumbent fixed satellite service operations from 4.0–4.16 GHz. Eligible incumbents may receive reimbursement from new wireless licensees for reasonable and necessary transition costs. - An independent Upper C-band Clearinghouse would oversee cost-related matters, while a Relocation Coordinator would coordinate relocation efforts across eligible space station operators. - The notice identifies primary and final transition milestones for affected areas; terrestrial wireless operations may begin after the transition and required completion certifications and incentive payments. - Procurement status: No products, part numbers, purchase quantities, named OEMs, or contract value are provided. The notices concern proposed records-system changes and transition coordination, not a solicitation for commercial goods or services.
Description
The Federal Communications Commission proposes to rename and modify its existing FCC-2 system of records, formerly titled “Business Contacts and Certifications,” to “Business Contacts, Disclosures, and Certifications.” The system collects and maintains contact information, disclosures, and certifications to support compliance with FCC rules. The modification adds information about prior misconduct by FCC program participants, updates the system’s purposes, record categories, and record sources, and adds a routine use for suspension and debarment disclosures. Comments on the routine uses are due November 18, 2026.
