NASA capability-statement notice for proposed sole-source FM:Systems cloud/SaaS and hardware renewal

NASA Langley Research Center is seeking capability statements on a proposed sole-source renewal of FM:Systems workspace-management software and related hardware as it transitions from on-premises operations to cloud/SaaS. - Agency and procurement: NASA Shared Services Center (NASA/NSSC), on behalf of NASA Langley Research Center (LaRC); proposed sole-source commercial procurement. - Incumbent/OEM: FM:Systems Group, LLC, identified by NASA as the sole provider. - Scope: Maintain the existing conference-room and workspace-management capability used for 24 conference rooms in the Integrated Engineering Services Building, serving approximately 2,200 personnel. The requested capability includes a transition from on-premises to FM:Systems cloud/SaaS. - Requested items: 24 FMS 10-inch Touch Panels - HaaS (HAAS-FMS-PANEL); 24 FMS:Employee Elite Resource Licenses (SW-RS-ELITE-RL-OD); and 1 FMS: FedRAMP Authorization (PSA-FEDRAMP-OD). - Response requested: Capability statements only, to help NASA determine whether the requirement should be competed. Price quotes are not requested or evaluated; submissions must reference the notice ID. - Other details: NAICS 513210. The attachment lists a period of performance of August 2, 2026–August 1, 2026, but the end date precedes the start date and should be verified.

NASA/NSSC has a requirement for FMS Software & Hardware Subscription Renewal FY26. 

NASA/NSSC intends to issue a sole source contract to FM:SYSTEMS GROUP, LLC,   Raleigh, North Carolina 27604-5356, under the authority of FAR 12.102(a). It has been determined that FM:SYSTEMS GROUP, LLC is the sole provider of FMS Software & Hardware Subscription Renewal FY26

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).

The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 513210.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 a.m. Central Standard Time on 10/22/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

NOTE:  Quotes received in response to this notice will NOT be considered and will not be evaluated by NASA’s Technical End User Team. We are currently only requesting Capability Statements.
