The City of Kingston is seeking a turnkey partner to launch and operate a public bikeshare program in Kingston, New York. - Government buyer: City of Kingston, New York; Health and Wellness Department and Purchasing Department. - OEMs and vendors: No bicycle, hardware, software, or bikeshare OEMs or vendors are named. NYSERDA is identified as the source of initial grant funding, not as a supplier. - Requested products: Class 1 pedal-assist bicycles, traditional non-electric purpose-built bicycles, and the hardware and software needed to run the system. Fleet size, quantities, and part numbers are not specified; the contractor is expected to recommend a fleet size and station count. - Turnkey services: Assess Kingston and the potential network; install and manage stations; operate and maintain the system; rebalance bicycles; provide customer and partner support; swap batteries; replace hardware; brand bicycles; and eventually demobilize the program. - Notable requirements: Provide an integrated program and work with the City on a sustainable operating model beyond the initial grant funding. The City permits alternative approaches to meet its program goals. - Period: The stated contract term is 16 months. The anticipated program operating window extends from around mid-2027 through late summer 2029, so the stated term and anticipated operating window do not align cleanly. No option years or annual subscription are specified.

Contractors are to evaluate the city and potential network and recommend a fleet size and number of stations for a sustainable program; docking locations have been preliminarily identified. The city anticipates a launch by June 2027, with grant-funded operation for at least 16 months through August 2029, and collaboration on sustaining the program after initial funding.
