Massport is seeking an operator to manage parking operations and revenue at its South Boston Waterfront facilities. - Government buyer: Massachusetts Port Authority (Massport), Real Estate & Asset Management Department. - Facilities and scale: South Boston Waterfront Transportation Center garage (1,550 spaces) and a surface-lot portfolio of approximately 2,500 spaces, including Lot H, Lot D-3, Fargo Street Lot, and the Boston Fish Pier East and West lots. The lot portfolio may change. The Omni Boston Hotel has 354 licensed garage spaces. - Services requested: Facility operations, staffing and upkeep; revenue collection, financial controls and reporting; maintenance and cleaning coordination; annual parking-rate studies; marketing; monthly-pass administration; customer service and call-center support; 24/7 security coordination; coordination of Omni Boston Hotel parking; and parking technology monitoring and customer-data management. - Notable requirements: Prioritize revenue maximization, strong customer service, and innovative technology. The operator must coordinate with Massport departments and Massport Police, support hotel valet and reserved parking arrangements, and ensure Massport can access, export, retain, and transfer customer, transaction, and operational data in a commonly usable format, subject to privacy and security requirements. - OEMs and vendors: No parking equipment OEMs or prospective service vendors are identified. Description

The Massachusetts Port Authority seeks proposals for an operating agreement to manage and operate the South Boston Waterfront Transportation Center parking garage and Massport surface parking facilities in South Boston. Services include revenue collection and financial reporting, facility repairs and maintenance, rate studies, marketing, monthly parking pass administration, coordination with Massport departments, and customer service. The operating lots currently include Lot H, Lot D3, Fargo Street Lot, and the East and West Lots at Boston Fish Pier, and may change over time. The agreement is for three years, with two three-year extension options; proposals are due through Bid Express by November 25, 2026.
