Sonoma County is establishing a qualified vendor pool for future turnkey electric vehicle charging station projects. - Government buyer: County of Sonoma, Sonoma County Public Infrastructure, including Facilities Development & Management; SPI Purchasing is also identified in the solicitation materials. - Procurement: An on-call, multi-vendor pool for site-specific EV charging projects serving public, fleet, transit, rural-access, employee commuting, and resilience needs. - Services sought: Planning and site feasibility; utility, civil, electrical, and accessibility design; equipment procurement, construction, installation, and commissioning; charging networks, payment, data, and customer experience; operations, maintenance, repairs, lifecycle support, financing, incentives, project management, closeout, and reporting. - Potential applications include Level 2 and DC fast charging, fleet and transit charging, solar-plus-storage, and mobile or off-grid solutions. - OEMs and vendors: No EV charging equipment OEMs, product brands, or named EVCS vendors are specified. Kittelson & Associates, the Sonoma County Transportation Authority, and the Regional Climate Protection Authority are named as planning-study participants, not as EVCS suppliers. Community partners are also referenced but not individually named. - Products, quantities, and part numbers: No specific equipment models, part numbers, sites, or purchase quantities are provided. Future project scopes, pricing, ownership, schedules, and commercial terms will be established through later site-specific procurements. - Notable requirements: Full-service turnkey capability is required; qualification for only selected service areas is insufficient. Requirements may include accessibility, interoperability and open data, cybersecurity, applicable licensing and contractor registration, and Community Workforce Agreement compliance. Covered employees are subject to the County living-wage requirement. Covered DC fast chargers must meet at least 97% annual uptime per port. Multiple charging networks are permitted, and domestic-content rules depend on project funding. - Term: The qualification pool is planned for three years from award, with two optional one-year extensions. Individual project performance periods will be set separately.

Description

Sonoma County Public Infrastructure seeks Statements of Qualifications from vendors or teams to establish a multi-vendor, on-call qualification pool for County electric vehicle charging station projects. Expected services include planning and site feasibility, utility and engineering design, equipment and installation, commissioning, networking and payment services, and ongoing operations and maintenance. Qualification is not a project award or guarantee of work; future site-specific scopes, pricing, and terms will be addressed through mini-RFPs or other lawful procurement. The qualification pool is planned for three years, with two optional one-year extensions.
