Mecklenburg County residential property acquisition and demolition services

North Carolina is seeking bids from prequalified vendors for residential property acquisition, demolition, and site restoration work in Mecklenburg County. - Government buyer: North Carolina Department of Public Safety (DPS), Division of Emergency Management (NCEM), Hazard Mitigation office/program, under the Hazard Mitigation Grant Program. - Project scope: HMGP project 4827-0025 covers 19 properties; optional projects 4827-0089 and 4827-0200 cover 7 and 1 additional properties, respectively, for up to 27 properties in Charlotte and Mecklenburg County. - Services requested: - Acquisition work, including homeowner coordination, intake and DOB calculations, appraisals, title research, offers and purchase documentation, legal and closing fees, and settlement documentation. - Demolition and site restoration, including asbestos/lead inspection and remediation, permitting, utility disconnection, structure and secondary-structure removal, underground storage tank or other clearance, debris disposal, grading and seeding, inspections, and closeout. - Property-level construction management and applicable profit, overhead, and eligible miscellaneous costs. - Vendors must provide fixed, property-level pricing and quantities in the worksheets, along with a project-duration estimate from Notice to Proceed through closeout. The solicitation requires 100% performance and payment bonds; demolition is generally due within 60 days of settlement and may not exceed 90 days. - Eligibility and submission: only vendors prequalified under RFPQ #19-RFPQ-2327812727-TMM or #19-RFPQ-1653309857-GSX may compete. Respondents must be registered in North Carolina’s Electronic Vendor Portal and follow the IFB scope, terms, and addenda. - No OEMs, commercial vendors, product part numbers, or product quantities are identified; this is a services procurement.

The North Carolina Department of Public Safety, Division of Emergency Management is seeking bids from vendors prequalified under the referenced prior solicitations. The work is to provide acquisition and demolition construction services for the Hazard Mitigation Grant Program (HMGP) 4827-0025 Mecklenburg County Acquisition and Demolition. Services are to be performed as described in the Scope of Work referenced in the IFB, and bids must follow the IFB terms and any addenda. Only vendors registered with North Carolina’s Electronic Vendor Portal can respond.
