Develop Alaska School Board Ethics and Budgeting Training

Alaska is seeking a contractor to create practical, legally reviewed ethics and budgeting training for school board members. - Government buyer: State of Alaska, Department of Education and Early Development (DEED), Division of Innovation and Education Excellence. - Requested services: Develop two asynchronous, two-hour course sections: one on school board ethics and one on budgeting. Each section is intended for Alaska school board members, including regional board members. - Course content: Use plain language and realistic Alaska scenarios. Cover ethical conduct, conflicts of interest, board roles, meetings, executive sessions, fiscal governance, public school funding, district budget development and approval, financial information, and financial sustainability and risk. Include questions with explanations, a brief knowledge check, applicable legal authorities, and a distinction between legal requirements and recommended practices. - Additional deliverables: Provide a supplemental desk manual, course script, scenarios, participant resources, source citations, course-completion information, editable content files, and a statutory and regulatory crosswalk showing where training requirements are addressed. Coordinate with DEED and its eLearning vendor on content specifications; that vendor will build and place the course on the platform. - Qualifications and review: The contractor must have at least five years of experience training Alaska school boards. Alaska-licensed legal counsel with demonstrated Alaska school district law experience must review the legal content before submission. - Pricing: The total proposed price must be $75,000–$100,000 and include all direct and indirect costs, including travel and other performance expenses. No additional charges are allowed. - Vendors and OEMs: No commercial vendor, training-platform provider, or product manufacturer is identified by name. No products, part numbers, or product quantities are requested.

The Department of Education and Early Development (DEED) is seeking proposals from qualified vendors to design and deliver comprehensive training modules on school board ethics and municipal/district budgeting for Alaska school board members. The training is intended for Alaska school board members, and the opportunity is listed as statewide. Proposals priced below $75,000 or above $100,000 will be considered non-responsive and rejected.
