El Paso Water is seeking a contractor to provide unarmed security coverage and account management across its water, wastewater, administrative, and other facilities. - Government buyer: El Paso Water Utilities (EPWater), through the Public Service Board and Purchasing & Contracts Administration/Purchasing Department; service locations are in the El Paso area. - Scope and scale: Unarmed security services at 19 listed locations, including continuous seven-day coverage at many sites, weekday posts at others, and seasonal sandbag distribution sites. Staffing is estimated at approximately 53 officers, with capacity to scale to 60 or more. - Duties include access control, visitor and vehicle processing, patrols, alarm and emergency response, incident reporting, and relief coverage. - The schedule also includes an Account Field Supervisor (Patrol), an administrative Account Manager, and 2,700 optional guard hours as needed. - Notable requirements: Officers must be qualified and registered in Texas. The contractor must provide local staffing and relief capacity, support rapid emergency deployment, furnish uniforms and equipment, provide an offeror-supplied patrol vehicle, and use approved workforce-accountability and guard-tour technology. A transition plan and training are required; phase-in is limited to 30 days unless EPWater approves otherwise, and required posts must be staffed at Notice to Proceed. - Pricing information: The worksheet gives minimum hourly pay rates of $16 for guards, $21 for the field supervisor, and $24 for the account manager; bidders enter their markup. The worksheet lists a total bid amount of $2,142,240. The optional 2,700 guard hours are as needed, with no overtime or holiday pay. - OEMs and vendors: No security-services OEM or prospective service vendor is identified. EUNA Procurement (IonWave) is named as the proposal-submission platform, not as a service provider. Boeing is listed as a guard-service location, not as a vendor. - Period of performance: One year from award, with up to four additional one-year extensions by mutual agreement. EPWater may extend service month-to-month for up to six months while arranging a replacement provider. This is a staffing-services contract, not an annual product subscription.
