The San Joaquin Regional Rail Commission is seeking an operator for its ACE Shuttle Program, connecting rail stations with employment centers and transit links in the service area. - Buyer: San Joaquin Regional Rail Commission (SJRRC), Procurement and Contracts Department. The service supports ACE rail connections, including service in Santa Clara County. - OEMs and vendors: No vehicle manufacturers, OEMs, or bidding vendors are identified. BAAQMD is mentioned as a possible funding-partner acknowledgment on vehicle branding, not as a supplier. - Services requested: Provide shuttle vehicles, drivers, dispatch, maintenance, facilities, staffing, technology, and operating support; also price mobilization, demobilization, emergency bus bridges, cancellations, and any other charges. No products or part numbers are specified. - Routes and service volume: The route exhibit names nine shuttles—Brown, Gray #1, Gray #2, Green, Orange, Purple, Red, Violet, and Yellow—with approximately 17,995 annual revenue hours combined. The pricing schedule identifies 4,187.1 annual hours for vehicles with at least 30 seats and 13,808.25 hours for vehicles with at least 40 seats. Another program description refers to eight dedicated routes, so the route count varies across the documents. - Fleet and accessibility: The program description calls for at least 11 operating vehicles—at least nine with 40-passenger capacity and two with 30-passenger capacity—plus two spares. Zero-emission vehicles are preferred. Every vehicle must have an operable wheelchair lift and at least one wheelchair securement space; drivers and maintenance staff require ADA training. Vehicles must meet age and mileage limits, remain clean and maintained, and carry SJRRC-approved branding. - Operations and compliance: Coordinate service with ACE trains, meet required staffing and dispatch levels, provide alternate transportation when required, and follow safety, incident-reporting, drug and alcohol testing, recordkeeping, and performance-reporting requirements. Drug and alcohol program costs are the contractor’s responsibility. Route service is generally on weekdays, with holiday schedules approved by SJRRC. - Pricing and performance: Rates must include labor, vehicles, fuel, maintenance, facilities, and other operating costs. Performance standards cover service reliability, accessibility, staffing, vehicle condition, safety, appearance, and signage; liquidated damages and other enforcement measures may apply for deficiencies.
