CDC is pursuing a sole-source BPA with Mathematica Inc. for Medicaid data analysis supporting bacterial respiratory pathogen research and related information systems. - Agency: HHS, Centers for Disease Control and Prevention (CDC), National Center for Immunization and Respiratory Diseases, Division of Bacterial Diseases. - Proposed contractor: Mathematica Inc.; the notice cites its prior analytical work, access to restricted CMS data, and continuity with existing methods as reasons for the sole-source approach. - Work requirements: - Validate infant Group B Streptococcus (GBS) case counts using TAF OT claims and evaluate a case definition linked to maternal Medicaid IDs. - Develop and refine probabilistic mother-infant record linkage using Medicaid Case Number and other variables. - Estimate maternal vaccination coverage for COVID-19, influenza, Tdap, and prospectively RSV, accounting for bundled payment code effects. - Use prenatal claims data to reduce missing gestational-age information. - Estimated total value: $4,995,629.94. - Competition: Other responsible sources may submit capability information for CDC to consider in deciding whether a competitive procurement is warranted.
Description
The Centers for Disease Control and Prevention (CDC) awarded a sole source contract with MATHEMATICA INC., 1100 1ST ST NE FL 12, WASHINGTON, DC. 20002
This notice is provided in accordance with RFO FAR 8.401 & GSAM/R 538.7104-3(b)(1) .
Centers for Disease Control and Prevention, National Center for Immunization and Respiratory Diseases, Division of Bacterial Diseases (DBD) requires support Services with the contractor listed above. The requested contractor Mathematica qualified as “innovator status” vendor for data analysis by Center for Medicare and Medicaid Services (CMS). Mathematica also has demonstrated experience and specialized staff with unique access and analytical capabilities for Medicaid data sets which captures the largest segment of US healthcare data, including births.
The contractor shall perform analyses across four technical dimensions defined in the Statement of Work: (1) validating infant GBS case counts using TAF OT claims and evaluating a fourth case definition tied to maternal Medicaid IDs; (2) developing and refining a probabilistic mother-infant linkage algorithm using the Medicaid Case Number and supplementary variables; (3) estimating maternal vaccination coverage (COVID-19, influenza, Tdap, and prospectively RSV) accounting for bundled payment code effects; and (4) applying methods to reduce gestational age missingness using prenatal claims data. These tasks require continuity with linkage algorithms and case-definition logic Mathematica has already built and validated under prior CDC task orders.
The authority permitting other than full and open competition is Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.); Title 40 U.S.C. 501, Services for Executive Agencies, as implemented at FAR 8.401 and GSAM/R 538.7104-3(b)(1) "Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized." Through its prior contracts, Mathematica has already built key parts of this analysis—including updating the medical codes used to identify cases, working to link mother and infant records more completely, and adjusting for how individual states handle Medicaid enrollment for newborns. This steady, hands-on progress means Mathematica starts this next phase of work already ahead, with the knowledge and tools in place that a new contractor would not have.
All responsible sources may submit a capability statement, proposal, or quotation to Robin C. Meyer, Contract Specialist, at rcm2@cdc.gov, which shall be considered by the agency. The deadline for submissions is Ocotber 31, 2026 at 4:30PM EST.
The Government will review any/all information submitted to determine if other responsible sources exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
