The U.S. Merchant Marine Academy is researching a turnkey stadium scoreboard replacement for Tomb Field, including the display, production systems, installation, and related services. - Government buyer: U.S. Department of Transportation, Maritime Administration (MARAD), United States Merchant Marine Academy (USMMA). - Opportunity: Market research for a turnkey stadium-sized LED scoreboard system at Capt. Harvey J. Tomb Field; this is an RFI, not a formal solicitation. - OEMs and vendors: No manufacturers, OEMs, or vendors are named in the provided materials. No specific product models or part numbers are identified. - Requested system: One approximately 60-by-30-foot LED video scoreboard, display processors including a redundant hot-swappable unit, decorative truss with USMMA lettering, spare-parts package, scoreboard control software, scoring and timing console, integrated audio equipment, instant replay/video production equipment, and monitors. - Included work: Design, engineering, procurement, removal and disposal of the existing scoreboard, support-structure modifications, installation and integration, testing, commissioning, training, and a student game-day production curriculum. A separately priced option covers assessment and possible replacement of existing game clocks; a separate yearly preventive-maintenance option is also requested. - Notable requirements: LED display pixel pitch of 10 mm or tighter, minimum 7,000-nit brightness, 16-bit color, 3,840 Hz refresh rate, and specified weather protection and viewing angles. The system must include broadcast-quality production and replay capabilities, and the SOW specifies a minimum 48-hour burn-in and acceptance testing. - Compliance and support: Historic-property standards and Buy American/TAA compliance apply. Structural modifications and connections require design and approval by a New York-licensed Professional Engineer. The SOW requires a minimum five-year manufacturer warranty, a one-year installation workmanship/service warranty, and replacement-parts availability for ten years from acceptance.
