Census Bureau market research for address data collection and field augmentation

The U.S. Census Bureau’s Geography Division is seeking small-business capabilities to augment address data for hard-to-reach areas and support its Master Address File/TIGER system. - Government buyer: U.S. Census Bureau, Geography Division. - Requirement: Collect, acquire, verify, quality-control, and securely deliver address and location data for existing housing units and group quarters, including transitory locations, in Government-designated areas with limited civic addressing, USPS Delivery Sequence File coverage, or national commercial parcel data. - Data and delivery requirements: Provide address points with coordinates accurate to at least five decimal places for common addressing situations; include location descriptions and coordinates as needed for less common situations. Follow the FGDC Address Standard, include required Appendix A attributes and file-level metadata, and provide data-quality reporting. Deliver machine-readable files regularly, with monthly delivery specified in the PWS; exact format and timing are to be agreed. - Ongoing support: Provide electronic technical support for data contents, completeness, metadata, formatting, delivery, and consistency over time. Acknowledge inquiries within 8 business hours and work toward resolution or a complete response within 48 business hours. - Notable considerations: Address collection methods may include geospatial data, field surveys, public records, third-party sources, and automated collection. Responses should discuss data quality, risks in rural and remote areas, collaboration with tribal governments, and pricing and licensing for individual addresses and larger datasets. The Census Bureau will retain the data indefinitely. - OEMs and vendors: No commercial OEMs or vendors are identified in the notice or attachments. USPS is referenced in connection with its Delivery Sequence File. - Notice status: This is market research and a Sources Sought Notice, not a request for proposals or quotes and not a commitment to award a contract.

Description

This Sources Sought Notice (SSN) is in support of Market Research being conducted by the United States Census Bureau (USCB) to identify potential small business sources for this effort. This is not a Request for Proposal/Request for Quote (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract solely on the basis of this market research. No funds are necessarily obligated for any requirement or solicitation that may or may not ultimately arise from the results of this market research.

The Government is interested in identifying all small businesses including Small Disadvantaged Businesses, SBA-Certified 8(a) Businesses, Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses capable of performing these services. The Government requests that interested parties respond to this notice in accordance with Paragraph 3 of this SSN.
