Consulting services for final design and delivery of the CSAH 13 (Ideal Avenue) Improvement Project

Washington County is seeking a consultant to complete final design and support delivery of the CSAH 13 (Ideal Avenue) Improvement Project. - Government buyer: Washington County Public Works Department, serving as lead agency with the Cities of Lake Elmo and Oakdale. - Project scope: Improve safety, mobility, and walking and bicycling conditions along CSAH 13 from CSAH 6 to CSAH 14. - Requested services: Final engineering and design; project coordination and quality management; data review and collection; public, stakeholder, and agency engagement; utility coordination; permitting; cost estimating; bidding and construction assistance; and preparation of as-built drawings. - Design and deliverable requirements: Prepare approved plans, specifications, special provisions, technical documentation, and estimates consistent with MnDOT State Aid, County, city, and permitting-agency standards. Potential permitting may involve a watershed district, MPCA stormwater requirements, MnDNR public waters, and USACE Section 404. Right-of-way services are excluded, and the project has no federal funding. - Schedule: Anticipated kickoff is February 2027; final plans are expected in February 2028, project advertisement in December 2028, and construction from April through October 2029. No fixed contract term or option years are specified. - OEMs and vendors: No OEMs, product manufacturers, or prospective consulting vendors are named. No products are being purchased.

Description

Washington County Public Works is seeking proposals for final design engineering services for the CSAH 13 (Ideal Avenue) Improvement Project, from CSAH 6 to CSAH 14, in the cities of Oakdale and Lake Elmo. The selected consultant will provide project coordination, final engineering, stakeholder and public engagement, utility coordination, permitting, and bidding and construction services, taking the project to approved construction documents. The work builds on preliminary design materials, including a 30% project layout and cost estimate, and must comply with MnDOT State Aid, Washington County, and city requirements. There is no federal funding; Washington County is the lead agency in this cooperative project.
