The City of Lawrence is seeking a contractor to install and commission a natural-gas generator for backup power at the Kansas River Wastewater Treatment Plant. - Buyer and project - City of Lawrence, Kansas, through Municipal Services and Operations (MSO; also identified as MSO - CMED); the Procurement Division is identified in the project manual. - Kansas River WWTP Generator Project, Project MS-200013, Contract 3. Black & Veatch is the project engineer/reviewer; McCarthy Building Companies is named in the referenced Eaton equipment submittal. - Primary equipment and OEMs - One outdoor natural-gas engine-generator, minimum 175 kW standby rating, 480/277 V, three-phase, four-wire output, 60 Hz, 0.8 power factor. The package includes the engine, alternator, controls, enclosure, fuel and exhaust components, batteries and charger, cooling and lubrication systems, and output circuit breaker. - Acceptable generator OEMs: Cummins, Caterpillar, and Rehlko/Kohler. The enclosure must be weatherproof and sound-attenuated, with a maximum sound level of 75 dB(A) at 23 feet. - One Eaton automatic transfer switch (ATS), catalog/part number ATC9C5X30400XDU, is shown in a reference submittal. It is rated 400 A, 480 V, three-pole, open-transition, with an ATC-900 controller and NEMA 4X stainless-steel enclosure. The submittal identifies Eaton as the manufacturer, but it is reference material and does not establish Eaton as a required brand for the new work. - Installation and other work - Install the generator outside the existing SCADA Building/Server Facility, provide its concrete pad, and complete electrical connections, grounding, conduit, terminations, startup, and commissioning. The owner must approve the final pad location. - Required testing includes two 30-minute performance tests for load starting and a four-hour load-bank test at nameplate capacity and specified power factor. Coordinate work to keep existing facilities operating. - Related WWTP drawing material describes piping and UV-disinfection improvements, including chemical feed and natural-gas piping work. Requirements include field verification of existing utilities and gas lines, specified burial depths and materials, containment, and restrained joints where specified; quantities are not provided. - Notable contract requirements - Complete the work within 280 days from the start of contract time, with substantial completion targeted at 250 days and final completion 30 days later. The generator warranty must be at least three years after substantial completion. - Verify underground utilities and existing gas-line locations because available gas-line as-builts are incomplete. A temporary plant-wide gas shutdown may need to be coordinated if a dedicated isolation valve is unavailable.
