The U.S. Environmental Protection Agency is considering changes to how additional small refinery exemptions are reallocated under the Renewable Fuel Standard. - Government buyer: U.S. Environmental Protection Agency (EPA); no sub-agency or office is identified. - Opportunity type: Proposed regulatory action, not a procurement. - Proposed approaches: EPA is considering either dividing the additional 2025 exempted renewable volume obligation equally between 2026 and 2027, or assigning the entire additional volume to 2027. - Volume basis: The additional volume is the amount above the 990 million renewable identification numbers originally projected for 2025. - Other consideration: EPA may extend the 2026 compliance reporting deadline in connection with the proposed revisions. - OEMs and vendors: None identified; no products or services are requested.
Description
The EPA is proposing two approaches to revise the 2026 and 2027 small refinery exemption reallocation volumes under the Renewable Fuel Standard in response to a higher-than-projected volume of 2025 exemptions. One approach would allocate the additional 2025 volume equally between 2026 and 2027, while the other would allocate it entirely to 2027. The proposal may also extend the 2026 compliance reporting deadline, currently March 31, 2027. Comments are due December 4, 2026.
