Madison County is seeking an on-premises upgrade to its 911 call-handling system and a new public-safety recording solution for two sites. - Government buyer: Madison County Division of Purchasing; technical end user: Madison County Emergency Communications Center (MCECC), serving the county’s 911 center in Wampsville and backup site in Oneida. - Named OEM and vendors: Motorola systems are central to the requirements, including the existing VESTA call-handling system, Motorola/Spillman CAD, and Motorola Astro P25 radio integration. RapidSOS is also named as an integration. No make or model is specified for the new recorder equipment. - Products and quantities: Three digital logging recorders—two for Wampsville and one for the Oneida backup site—and one laptop for the telephone-system upgrade. The Wampsville recorder requirements include 96 analog channels and 40 IP channels per unit; the Oneida unit requires 8 analog channels. Recorder units must have at least 4 TB of storage, hot-swappable drives and power supplies, and DVD backup archive drives. - Services requested: Upgrade the existing VESTA 8.5.345.545 telephone system at two sites; install and support a new on-premises recording system; and provide communications-intelligence capabilities billed annually based on actual 911 call volume. The notice calls for separate lump-sum pricing for the telephone-system upgrade and recording-system installation, with labor itemized. - Key technical requirements: The call-handling solution must support NG911, ESInet connectivity, SIP call processing, Text-to-911, GIS-based location services, multimedia communications, and integration with existing CAD, radio, recording, and emergency-notification systems. Recording capabilities must support telephone and radio communications, search and analytics, transcription, quality assurance, redaction, training/coaching, wellness insights, and public-records support. - Implementation and support: Include configuration, testing, integration, training, documentation, monitoring, preventative maintenance, technical support, software updates, and audiovisual service. The solutions must be on-premises, support 24/7/365 public-safety operations, and minimize disruption during implementation.
