New York State OPWDD is seeking contractors to inspect, maintain, repair, and provide emergency support for fire alarm and sprinkler systems across its facilities statewide. - Government buyer: New York State Office for People With Developmental Disabilities (OPWDD), Central Office Contract Management Unit; Property Supports and Emergency Services is identified for invoice approval. - Scope and award structure: Four service lots, with an intended single award for each lot: Lot 1A fire alarms in New York City and Long Island; Lot 1B fire alarms in the rest of the state; Lot 2A fire sprinklers in New York City and Long Island; and Lot 2B fire sprinklers in the rest of the state. - Services requested: Recurring fire alarm and sprinkler inspection, testing, and maintenance; remedial repairs; emergency service calls; and repairs. Fire alarm work includes quarterly testing of initiating devices. Sprinkler work includes applicable three-year and five-year tests, obstruction investigations, and optional ten-year and twenty-year tests. - Coverage and standards: Lot 1A and Lot 2A cover Bronx, Kings, Nassau, New York, Queens, Richmond, and Suffolk counties. The other two lots cover the rest of New York State. Work must follow NFPA 72 for fire alarms and NFPA 25 for water-based fire protection systems; labor, materials, and equipment are included. - Emergency and contractor qualifications: Contractors must provide 24/7 emergency availability and response within two hours to locations in the lot bid. Fire alarm contractors must hold a valid New York State Alarm Installer License and meet applicable NFPA 72 qualifications; sprinkler contractors must provide applicable NFPA 25 qualifications. Both service types require at least five years of relevant experience and adequate staffing and resources. - Pricing requested: Recurring inspection and maintenance prices; hourly service-call rates for normal business hours, after-hours, weekends, and state holidays; and a parts markup. The pricing workbooks also request district-level pricing for specified sprinkler tests and fire alarm/sprinkler services. Estimated call volumes, hours, and parts costs are evaluation estimates, not fixed purchase quantities. - Participation goals: The solicitation materials list goals of 17% MBE, 13% WBE, 6% SDVOB, and 0% DBE. A contract-form attachment separately states a 30% MWBE goal, so bidders should confirm which goal applies. - OEMs and vendors: No equipment OEMs, manufacturers, resellers, or prospective service contractors are named. No equipment part numbers or fixed product quantities are provided.
