NASA Glenn Research Center is seeking information on a planned sole-source upgrade for its existing Safran HDR Bolt system. - Requirement: One Safran HDR WBR 600 software/firmware upgrade for the existing wide-bandwidth recorder and replay system. - Model/part number: CR:HDR-4GC-2U; serial number: S134394S23002. - Must support modulation waveforms up to 256 APSK and DVB-S2X data rates up to 400 Msps per dual IF channel. - Must remain compatible with the HDR Bolt’s communications modulator and extension boards, 2x10GbE interface, 10TB RAID recorder, noise generator, and RRC filter. - Delivery is electronic. - Intended source: SAFRAN DEFENSE & SPACE, INC.; NASA is considering a sole-source procurement. - Notice purpose: NASA/NSSC requests written capability statements to assess whether there are capable alternative sources. Quotes are not being requested or considered. - Response deadline: 4:00 p.m. Central Standard Time on October 20, 2026. SPECIAL NOTICE:
VENDORS MUST REFERENCE THE NOTICE ID WHEN SUBMITTING A CAPABILITY STATEMENT.
NASA/NSSC has a requirement for Safran HDR WBR 600 Software/ Firmware Upgrade.
NASA/NSSC intends to issue a sole source contract to SAFRAN DEFENSE & SPACE, INC 15020 Compark BLVD Parker, Colorado 80134 United States under the authority of FAR 12.102(a). It has been determined that SAFRAN DEFENSE & SPACE, INC is the sole provider of Safran HDR WBR 600 Software/ Firmware Upgrade.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial
The NAICS Code for this procurement is 332710.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. Central Standard Time on 10/20/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
