Army Contracting Command–Rock Island issued an ONIX Marketplace Challenge for AFCEC and USSPACECOM’s approximately 800,000-GSF Command and Control Facility at Redstone Arsenal, Alabama. - Opportunity: Progressive design-build delivery of a mission-critical command and control facility, including validation, design, preconstruction, final design, construction, and commissioning. - Agencies: Air Force Civil Engineer Center (AFCEC) and United States Space Command (USSPACECOM); Army Contracting Command–Rock Island is the issuing activity. - Major procurement items: One dedicated dual 50 MVA substation, four 25 MVA transformers, commercial FF&E for spaces designed for approximately 1,800 operators, and electronic security systems. No specific manufacturers, vendors, or part numbers are identified. - Facility and security requirements: Work covers a 64-acre site and includes ICD 705-compliant SCIF/SAPF spaces, MIL-STD-188-125-1A HEMP protection, hardened construction, and an independent blast-hardened Central Utility Plant. Security systems include intrusion detection, CCTV, and access control. - Power requirements: The substation is to include two independent 50 MVA sections in one enclosed yard, four 25 MVA transformers, and at least two distinct 161 kV transmission sources. It must support approximately 40.3 MVA of data center load and a total planning capacity of 50 MVA; transformer procurement is to be prioritized after award. - Technology and delivery scope: C4IT design, integration, testing, and deployment includes multi-enclave networks, data center infrastructure, structured cabling, SATCOM interfaces, audiovisual and control systems, and command-and-control visualization suites. The contractor must also provide secure construction-site controls and surveillance, integrated systems testing, HEMP verification, TEMPEST profiling, cybersecurity RMF validation leading to ATO, and final ICD 705 accreditation. - Schedule: Anticipated award is Spring 2027; a Presidential groundbreaking is targeted for September 2027, warfighter occupancy for 2031, and move-in completion for 2032. A formal contract period of performance is not stated. - Opportunity details and submissions: The challenge statement directs participants to the ONI Marketplace for challenge details and submissions.
