DIA RFI for Financial Accounting and Reporting Support

The Defense Intelligence Agency is seeking market-research information on contractor support for its financial accounting and reporting operations. - Government buyer: Defense Intelligence Agency (DIA), Office of the Comptroller (CFOCO); contracting office: Virginia Contracting Activity (VaCA). - Opportunity status: Sources-sought RFI for market research, not a request for proposals or quotations; no award has been made. - Services requested: General ledger operations and transaction validation; reconciliations, including Fund Balance with Treasury and Contract Line Item Number (CLIN) accounts; asset and contract accounting; journal voucher support; financial statements and Agency Financial Report support; audit-sustainment controls; ERP validation and documentation; and related financial-system support. - Systems and OEM: Work uses DIA’s FACTS accounting system, described as Oracle PeopleSoft-based, along with other Government-designated systems. Oracle is the only named commercial OEM; no hardware or software purchase is specified. - Key requirements: Primarily on-site work at DIA facilities; support in classified environments using Government systems; TS/SCI-cleared U.S. personnel with CI polygraph; and support for financial-system modernization and migration while maintaining uninterrupted operations. - Performance structure: One 12-month base period and four 12-month option periods, if exercised.

**UPDATES (16 October 2026): The purpose of this notice is to formally release and incorporate the updated Statement of Work (SOW) titled "Financial Accounting Reporting SOW_20261016 (Draft)", which supersedes and replaces in its entirety the previously posted CFOCO Financial Accounting Reporting SOW_05 Oct 2026 (Draft); all other terms and instructions of the original RFI notice remain unchanged, and all capability responses remain due via email to Dasol Robinson at dasol.robinson@dodiis.mil and Shanika Richardson at shanika.richardson@dodiis.mil no later than 23 October 2026, at 04:00 PM ET.

Request for Information (RFI) – Financial Accounting & Reporting 

THIS IS A SOURCES SOUGHT NOTICE, REQUEST FOR INFORMATION (RFI). This is not a Request for Proposal (RFP) or Request for Quote (RFQ). This request for capability information does not constitute an RFP or RFQ and does not commit the Government to contract for any supply or service, whatsoever. Further, the Virginia Contracting Activity (VaCA) is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotations. Submission of any information in response to this market survey is purely voluntary. This RFI is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that possess the required experience and expertise to provide the required support. Small and large businesses are encouraged to respond.
