DIA is conducting market research for enterprise-wide Risk Management and Internal Control (RMIC) support, with a draft BPA structure and an initial call order for the Office of the Comptroller. - Government buyer: Defense Intelligence Agency (DIA); acquisition conducted by the Virginia Contracting Activity (VaCA). The initial call order is associated with DIA’s Office of the Comptroller (CFOCO). - Opportunity status: Request for Information for market research, not a request for proposals or quotations. No service quantities or product purchases are specified. - Services sought: Enterprise risk management and internal-control support, including risk assessments, control testing, deficiency and corrective-action tracking, fraud and payment integrity, supply-chain risk management, financial and non-financial systems risk, audit support, assurance reporting, evidence and workpaper management, governance coordination, quality control, and transition support. - OEM and platform: ServiceNow; the draft performance work statement identifies ServiceNow Integrated Risk Management (IRM) as DIA’s RMIC/ERM system of record. The notice does not request a new platform or licenses. - Notable requirements: Work is generally expected on-site at DIA or other Government facilities, potentially in TS/SCI environments. Personnel must have TS/SCI clearance and a completed CI Polygraph before beginning performance; remote work requires written approval. - Contract structure: The draft BPA describes a 12-month base ordering period and four 12-month option periods. Individual call orders define their own scope and performance periods. - Items and quantities: No hardware, software line items, part numbers, or quantities are identified.

Request for Information (RFI) – Risk Management & Internal Control Services (RMIC) BPA 

THIS IS A SOURCES SOUGHT NOTICE, REQUEST FOR INFORMATION (RFI). This is not a Request for Proposal (RFP) or Request for Quote (RFQ). This request for capability information does not constitute an RFP or RFQ and does not commit the Government to contract for any supply or service, whatsoever. Further, the Virginia Contracting Activity (VaCA) is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotations. Submission of any information in response to this market survey is purely voluntary. This RFI is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that possess the required experience and expertise to provide the required support. Small and large businesses are encouraged to respond.
