The current testing tool is Automated Neuropsychological Assessment Metrics (ANAM); no ANAM manufacturer or other OEM is identified. - Core requirement: Certified proctors to schedule, administer, and supervise neurocognitive assessments for military service members, supporting traumatic brain injury identification, cognitive readiness evaluation, and baseline cognitive profiles. Broader NCAP services also cover at-risk DoD civilians. - Operational support: Testing at permanent and approved surge sites; test-result validation, critical-alert handling, secure data transfer, reporting, equipment logistics, program administration, and transition support. - Technical support: On-site and remote help desk and IT services, system configuration and maintenance, and data storage and retrieval. The scope calls for at least four one-person surge teams and a minimum of 60 one-week surge missions annually, subject to Government approval. - Transition and performance: The contemplated extension is up to nine months for phase-out and transition to a successor platform managed by the Defense Health Agency; no further follow-on effort is planned. The initial notice indicates an 8(a) set-aside. - Purchasable items: No product line items, part numbers, or product quantities are specified. Government-furnished computers, servers, software, and related equipment support service delivery.

Description

The Medical Acquisition Support Office-A, Joint Base San Antonio, Fort Sam Houston, TX  is conducting market research to identify responsible sources capable of providing continued Neurocognitive Assessment Testing (NCAT) Support Services which provides certified exam proctors who facilitate, schedule, administer, and supervise neurocognitive assessment testing for Military Service Members (SMs). These assessments are clinically vital for identifying traumatic brain injuries (TBI), evaluating cognitive readiness, and establishing baseline cognitive profiles.

The Government is assessing the availability of sources capable of performing the requirement for a period of up to nine months beginning 03 December 2026. The Government seeks information regarding industry capability to meet the requirements without unacceptable disruption to mission operations. NOTE: This requirement will terminate services upon completion of 9 months or shorter time period and there is no further follow-on effort for these services.

It is important to note, Medical Acquisition Support Office-O, Joint Base San Antonio, Fort Sam Houston, TX intends to award a modification to IDIQ Contract W81K0425DA007 utilizing the authority of FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements under the authority of 10 U.S.C. 3204 (a)(1). The contractor is Controller Bay, LLC, 615 E 82nd Ave, Ste 300, Anchorage, AK 99518. This modification will allow the Government to increase the IDIQ Ceiling and extend the Period of Performance (PoP) by 9 months. This modification is a limited, time-sensitive phase-out action required to support the orderly phase-out, transition of the program and final termination of the Army NCAT program as program services transition to a successor neurocognitive assessment platform managed by the Defense Health Agency (DHA).
