The U.S. Army is conducting market research for dedicated fiber Internet connectivity at a military installation in Bogotá, Colombia. - Government buyer: U.S. Army, Mission and Installation Contracting Command, 410th Contracting Support Brigade (0410 AQ HQ Contract). - Requested service: Two independent, unmetered, symmetrical 3 Gbps dedicated fiber Internet circuits at Sede Habitacional Bicentenario de la Independencia, Cantón Norte Military Installation. - Provide separate terminations on the sixth and seventh floors. - Include engineering, permitting, hardware, structured cabling, network integration, installation, configuration, activation, and acceptance testing. - Provide ongoing monitoring, maintenance, and technical support. - Key requirements: Support IPv4/IPv6 and static routing and/or BGP; provide infrastructure that could support a future 10 Gbps upgrade; target approximately 99.5% monthly availability; offer 24/7/365 support, troubleshooting initiation within one hour, and restoration within four hours for qualifying failures. - OEMs and vendors: No OEMs or vendors are named in the notice. Potential competing providers include Claro Colombia, ETB, Movistar Colombia, and Tigo Business; their local availability and ability to meet the requirements would need confirmation. - Opportunity status: Sources Sought market research only. The Army is seeking information about provider capabilities, path diversity, standard handoffs, installation timelines, and alignment with commercial offerings; pricing is not requested.

Description

The U.S. Army is conducting market research to identify qualified sources capable of providing Internet Service Provider (ISP) services in Bogotá, Colombia. This Sources Sought Notice is for market research and acquisition planning purposes only and does not constitute a solicitation, Request for Quote (RFQ), or commitment by the Government to award a contract. Pricing is not requested currently.

Anticipated Requirement

The Government anticipates requiring two (2) independent, unmetered, symmetrical 3 Gigabits per second (Gbps) dedicated fiber Internet circuits at:

Sede Habitacional Bicentenario de la Independencia Cantón Norte Military Installation, Bogotá, Colombia

One circuit will terminate on the 6th floor and one circuit will terminate on the 7th floor. The anticipated requirement includes the engineering, permitting, hardware provisioning, structured cabling, network integration, installation, activation, testing, monitoring, maintenance, and technical support necessary to provide fully operational Internet service.

Anticipated technical and performance requirements include:

Two (2) independent 3 Gbps symmetrical dedicated fiber circuits; Separate demarcation points on the 6th and 7th floors; Infrastructure and physical handoffs capable of supporting the required bandwidth and a potential future upgrade to 10 Gbps; Internet Protocol Version 4/Internet Protocol Version 6 (IPv4/IPv6) capability; Appropriate static routing and/or Border Gateway Protocol (BGP) capability; Unmetered Internet service without data caps; Installation, configuration, activation, and circuit performance/acceptance testing; 24 hours per day, 7 days per week, 365 days per year (24/7/365) monitoring, maintenance, and technical support; Approximately 99.5 percent monthly circuit availability; Acknowledgment and initiation of troubleshooting within one (1) hour of an outage or service notification; and Restoration capability within four (4) hours for qualifying circuit or hardware failures.

The Government is using this market research to determine whether these anticipated requirements are commercially available in Bogotá and to identify any technical requirements that may unnecessarily restrict competition or differ materially from customary commercial ISP practices.

Information Requested

Interested firms are requested to provide a brief capability statement addressing:

Experience and capability providing comparable dedicated high-speed fiber Internet services in Bogotá, Colombia. Ability to provide two (2) independent 3 Gbps symmetrical dedicated fiber circuits to the identified facility. Availability of physically diverse circuit paths and, if available, a high-level description of how circuit diversity would be achieved. Standard physical handoff, Internet Protocol (IP) addressing, routing, and network configuration normally provided for a requirement of this type. Ability to provide 24/7/365 monitoring, technical support, outage response, and service restoration. Realistic installation and service activation lead time following contract award, including, to the extent practicable: Typical number of calendar days from award to fully operational and tested service; Site survey requirements; Permitting or local approval requirements; Whether new fiber construction or infrastructure would likely be required; Availability or proximity of existing fiber infrastructure; Equipment or material lead times; Government/site-access actions necessary to support installation; and Other circumstances that could materially affect the installation schedule. Whether the anticipated 3 Gbps symmetrical service, 99.5 percent monthly availability, one-hour response, and four-hour restoration requirements are consistent with the firm’s normal commercial service offerings. Any recommended technical alternatives, commercial practices, or modifications the Government should consider when developing the final requirement.

The Government is particularly interested in determining the earliest realistic timeframe in which fully operational and tested service could be established following contract award.

Capability statements should be concise and should not exceed five (3) pages.
