DIA seeks sources for financial audit remediation support services

The Defense Intelligence Agency is seeking industry input on enterprise-wide financial audit remediation support for its Office of the Chief Financial Officer. - Government buyer: Defense Intelligence Agency (DIA), through the Virginia Contracting Activity (VaCA); the work supports the DIA Office of the Chief Financial Officer. - Opportunity status: Sources-sought Request for Information (RFI) for market research, not a request for proposals or quotations. - Services sought: Financial audit remediation and sustainment, including managing and analyzing Notices of Findings and Recommendations (NFRs), root-cause analysis, developing and tracking corrective action plans (CAPs and SCAPs), preparing and validating remediation evidence, and recommending findings for closure. - The draft statement of work identifies 80 current NFRs spanning financial controls, property, plant and equipment, expenses and accounts payable, third-party service providers, budget, data quality, IT, and internal control oversight. - Additional support includes audit liaison and coordination, audit data and PBC response support, evidence quality management, process improvement and automation, and sustainment to reduce recurrence and support an unmodified annual financial statement audit opinion. - Work environment: Primarily on-site at DIA facilities in a TS/SCI environment; the draft statement of work specifies TS/SCI eligibility and a CI polygraph for personnel. - Period of performance: The draft statement of work describes a 12-month base period and four 12-month options. The RFI itself does not set a contract period and asks industry to recommend an ordering-period approach. - OEMs and vendors: No commercial OEMs, products, or vendors are named; no product quantities or part numbers are specified.

Request for Information (RFI) – Audit Remediation Services

THIS IS A SOURCES SOUGHT NOTICE, REQUEST FOR INFORMATION (RFI). This is not a Request for Proposal (RFP) or Request for Quote (RFQ). This request for capability information does not constitute an RFP or RFQ and does not commit the Government to contract for any supply or service, whatsoever. Further, the Virginia Contracting Activity (VaCA) is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotations. Submission of any information in response to this market survey is purely voluntary. This RFI is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that possess the required experience and expertise to provide the required support. Small and large businesses are encouraged to respond.
