USGS is seeking FY27 partner proposals to acquire shared 3D elevation or hydrography data through its national data collaboration programs. - Opportunity: The USGS National Geospatial Program invites eligible partners to propose projects through either the 3D Elevation Program (3DEP) or the 3D Hydrography Program (3DHP). Applicants cannot submit simultaneous proposals to both programs. - Services sought: Data acquisition, processing, quality assurance, and related project planning for lidar/elevation data or hydrography data, using the USGS Geospatial Products and Services Contract (GPSC). Applicants must provide cost share; no specific vendor, project location, data quantity, or part number is identified. - Key requirements: 3DEP deliverables must meet the current USGS Lidar Base Specification and pass USGS validation. 3DHP deliverables must meet the current Elevation-Derived Hydrography (EDH) Specification and READ Rules and pass validation. 3DEP project areas generally include a 100-meter buffer around the Area of Interest, with specified coordinate-system and tiling requirements. 3DHP project areas require a GIS polygon in shapefile or KML/KMZ format; HU12 coverage requires prior approval. - Funding and scope: USGS funding may cover 3DEP QL1 or QL2 acquisition; QL0 upgrades and additional products or services are partner-funded. Additional 3DHP products and services are also partner-funded. Final costs are developed for selected projects. - Deadline and duration: Proposals are due December 4, 2026; late proposals may be considered while funding remains. No fixed award period is stated; individual project periods are established during GPSC task-order development. Standard 3DEP lidar projects typically run 18–24 months. 3DHP applications from Alaska are not accepted.

Description

This Broad Agency Announcement (BAA) is issued to provide an opportunity to partner with the U.S. Geological Survey (USGS) and other Federal agencies to acquire high-resolution 3D elevation and hydrography mapping data through the 3DNTM Data Collaboration Announcement (DCA). The 3DNTM DCA partnerships efficiently and effectively leverage funding to respond to the documented and growing need for high-quality elevation and hydrography data, which significantly benefit Americans across an array of applications like infrastructure planning, discovery of critical minerals, energy development, and disaster preparation and response for severe weather events, earthquakes, landslides, and other emergencies.Project submissions are invited from applicants who wish to partner through the 3D Elevation Program (3DEP) opportunity or the 3D Hydrography Program (3DHP) opportunity to fund lidar or hydrography data acquisition through the USGS Geospatial Products and Services Contract (GPSC). Federal agencies, state and local governments, tribes, academic institutions, and the private sector are eligible to submit projects. The Government will review applications based on the evaluation criteria identified in section VII of this opportunity.A synopsis of previous 3DNTM DCA Awards is available on https://usgs.gov/3DNTM/DCA. 3DEP and 3DHP products and services, including data resulting from this opportunity can be accessed via The National Map Data Download and Visualization Services: https://apps.nationalmap.gov.
