FEMA is seeking a contractor to provide arbitration services for claims handled by the Hermits Peak/Calf Canyon Claims Office. - Government buyer: Federal Emergency Management Agency (FEMA), U.S. Department of Homeland Security; FEMA Headquarters, Office of Chief Procurement. The requirement supports the Hermits Peak/Calf Canyon Claims Office and FEMA Public Assistance. The solicitation identifies Lisa G. Thibodeaux as the contracting official. - Scope and volume: Provide start-up and program management support, maintain and schedule an arbitrator roster, review claim materials, conduct hearings, and issue written decisions. The PWS estimates up to 1,700 cases, while the IGCE estimates 1,846; these figures conflict across attachments. The IGCE allocates 646 cases to the base period, 1,016 to Option Period 1, and 184 to Option Period 2. - Staffing and case handling: Provide a Program Manager and at least four arbitrators initially, with capacity to expand the roster to 20. Claims of $500,000 or less use one arbitrator; claims above $500,000 use a three-arbitrator panel. Hearings may be in person, including travel to New Mexico; the PWS estimates up to 5% may be in person. - Services and CLINs: Start-up (0001), PMO (0002), travel and miscellaneous costs (0003), travel/training time (0004), case review and hearings (0005; low/moderate/high complexity sub-CLINs 0005A–C), and approved case-review overtime (0006; sub-CLINs 0006A–C). Option-period services use corresponding 1000-series and 2000-series CLINs. The evaluation-factor attachment separately identifies monthly rostering as CLIN 0001, travel/training as CLIN 0003, and hearing costs as CLIN 0004. - Notable requirements: Case complexity tiers range from up to 12 hours to 12–18 hours and 18–24 hours; the pricing estimate assumes up to five overtime hours per case, and estimates 10% of hearings may be canceled. PMO pricing is capped at 4% of applicable hearing and overtime costs. Use of artificial intelligence requires Contracting Officer authorization. - OEMs and vendors: No OEMs, commercial vendors, or product manufacturers are named. This is a professional-services requirement with no product part numbers or product quantities. - Estimated value: The IGCE reports an overall estimate of $348,890, but its travel-cost figures are inconsistent: one summary lists $318,890 while the assumptions cite $357,353. Treat the value as an attachment estimate, not a confirmed total.
