The Oregon Army National Guard and the 173d Fighter Wing are researching operators for a food and beverage concession at Kingsley Field Air National Guard Base. - Government buyer: Department of the Air Force, 173d Fighter Wing, Mission Support Contracting; the initial notice also identifies the Oregon Army National Guard’s USPFO Oregon Procurement Office, W7NW USPFO Activity Orang 173. - Opportunity status: Sources Sought market research, not a solicitation. No specific OEMs, vendors, or product quantities and part numbers are identified. - Services sought: Operate an on-base food and beverage concession. Potential offerings include specialty beverages and barista service, packaged retail merchandise, tobacco and alcoholic beverages, and automated vending. The detailed attachment describes a cold-shell space; the contractor would fund, furnish, install, and maintain required food preparation and beverage equipment and interior utility connections and hookups. - Notable requirements: Comply with applicable Service Contract Act and local wage requirements, including a possible Klamath County living-wage rate; follow the Tri-Service Food Code and sanitary inspection requirements; provide ServSafe-certified supervisors; and meet base-access screening requirements. Relevant recent operating experience is requested. - Potential contract arrangement: The Government is considering a non-appropriated-funds instrumentality profit-share model. The contractor may be responsible for operating, security, and administrative liabilities, and for managing receipts and allowable expenses.

Description

The Government is conducting market research to determine interest and potential socio-economic set asides for Concessionaire Services. These services may include specialty beverages, barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machine operations on the intallation at Kingsley Field. Due to the on installation location for these services base access restrictions will apply.

At this time the Government is considering a Non-Appropriated Funds Instrumentality (NAFI) contract established with a profit share model. Under this concession, the Contractor would operate as a commercial enterprise that earns a profit: the Contractor would account for all gross receipts, deduct verified allowable operational expenses (including monthly utility costs), retain a profit as stipulated in the contract, and pay the agreed upon percentage to the Government. The Contractor would be strictly fiscally liable for all operational, security, and administrative liabilities (including lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines), all of which shall be deducted directly from the Contractor's retained profit and shall not reduce the Government's net remittance. Additionally, the Government is considering mandating the contractor to pay a local living wage for employees based on the Klamath County living wage rate. This exceeds the Service Contract Act (SCA) Wage rates.
