WFRC and MAG are building a qualified consultant pool for local planning assistance and regional model development. - Government buyers: Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG). - Requested services: On-call planning support for general plans; active transportation; small-area and station-area planning; parks, recreation, and open space; transportation corridors, master plans, and parking studies; market analysis and economic development; and zoning and design ordinances. - Model development: Support for travel-demand modeling and the Real Estate Market Model (REMM), including calibration, validation, forecasting, technical review, data preparation, visualization, and model refinement. Potential work includes tolling and pricing, transit fares, transit and active-transportation modeling, peak spreading, and freight modeling. - Named software platforms: Bentley Cube Voyager is identified as the existing travel-demand-model platform; UrbanSim, an open-source platform, is identified for REMM. Neither is described as a product being purchased. - Notable requirements: Firms may qualify in multiple service categories. Selection is based on qualifications rather than price, and work is assigned as needed. Pool standing requires a requalification certification every 18 months. - Service area: Eligible local-government projects across WFRC and MAG service areas, including Box Elder, Davis, Morgan, Salt Lake, Tooele, Weber, Utah, Wasatch, and Summit counties.

Description

Wasatch Front Regional Council (WFRC) and Mountainland Association of Governments (MAG) are seeking Statements of Qualifications to establish a prequalified consultant pool for planning and model development assistance. Work may support the Transportation and Land Use Connection Program, Station Area Planning Technical Assistance, and MAG’s Technical Planning Assistance Program, as well as other planning needs. The pool includes planning services and travel demand and real estate market model development; projects will be issued on an as-needed basis, with consultant selection based on qualifications rather than cost.
