Indiana is seeking an end-to-end pharmacy-services provider for its correctional system, serving approximately 25,000–28,000 incarcerated adults and juveniles across 21 facilities. - Government buyer: Indiana Department of Administration (IDOA), Procurement Division, procuring on behalf of the Indiana Department of Correction (IDOC); services are statewide. - Requested service: Centralized pharmacy operations covering medication sourcing through delivery, dispensing, clinical support, technology, and quality assurance. The preferred model uses a high-volume central-fill pharmacy, next-business-day courier delivery to facilities, facility stock and starter/emergency supplies, and a local backup-pharmacy network for urgent needs. - Includes medication purchasing through the State’s MMCAP program; prescription processing, dispensing, and unit-dose blister packaging; formulary and controlled-substance management; medication returns and disposal; reporting; training; implementation; and transition support. - Requires pharmacy technology with bidirectional EHR integration, clinical pharmacy and disease-state programs, and 24/7 pharmacist coverage. On-site dispensing pharmacies are not required. - Staffing: At least three full-time clinical pharmacists dedicated exclusively to IDOC, including board-certified pharmacotherapy specialists and a Director of Clinical Pharmacy Services. - Scale and performance requirements: Serve all 21 facilities and approximately 25,000–28,000 individuals; demonstrate at least 10 years of correctional pharmacy experience. Targets include 99.9% dispensing accuracy, 99% delivery accuracy, at least 98% core-system uptime, and non-formulary decisions within one business day, with 90% completed the same day. - Annual reimbursement: Contractor must reimburse IDOC $421,000 per year for contract monitoring and administration costs by credit memo. - Subcontracting goals: 3% participation for certified Indiana Veteran Owned Small Businesses (IVOSBs) and 10% for certified Indiana Small Businesses (INSBPs); proposed subcontractors must contribute valuable scope and provide supporting commitment documentation. - Named OEMs or commercial vendors: None. MMCAP is identified as the State’s medication-sourcing program, not as a named product manufacturer or pharmacy-services vendor. - Contract term: Three-year initial term, with up to two optional two-year renewals, for a maximum potential term of seven years. Implementation is to align with the start of the new medical contract.
