West Illinois Avenue Pedestrian Rail Crossing and Roadway Construction

The Town of Southern Pines Public Works Department is seeking informal bids to improve the pedestrian rail crossing on West Illinois Avenue. - Buyer: Town of Southern Pines, Public Works Department. - Project: West Illinois Avenue Pedestrian Rail Crossing Project; construction connecting to existing Town infrastructure. - Work requested: One block of sidewalk, curb and gutter, and roadway improvements, including demolition, ADA ramps and detectable warning domes, asphalt paving, street signage, and pavement striping. - Quantities: 6 ADA directional ramps; 8 detectable warning mats; 260 linear feet of curb and gutter; 120 square yards of sidewalk; 65 square yards of asphalt; 16 street signs; 100 for pavement striping; and 1 lump-sum unit each for mobilization and demolition. - Notable requirements: The contractor must be approved by CSX and meet its railroad coordination, flagging, and insurance requirements. Asphalt work follows CSX rail-seal installation. A 100% performance and payment bond is required; mobilization is capped at 5% of total cost. - OEMs and vendors: No product OEMs are identified. Description

The Town of Southern Pines is soliciting informal bids for the 2026 W. Illinois Ave. Pedestrian Rail Crossing Project. The work generally consists of one block of sidewalk, curb and gutter, and road work connecting to existing Town infrastructure. Bids are due November 12, 2026, at 2:00 p.m. local time (EST), and must be submitted in a sealed envelope to the Town’s Public Works Department.
