The Department of Veterans Affairs is planning a building automation system modernization at the Richard L. Roudebush VA Medical Center in Indianapolis. - Government buyer: Department of Veterans Affairs, Network Contracting Office 10, for the Richard L. Roudebush VA Medical Center; the notice identifies Stacie Hill. - OEM and vendor: Johnson Controls is the named manufacturer of the required Facility Explorer FX90 controllers. Conserv, Inc. is named as the planned contractor in the competition justification. - Products requested: 39 Johnson Controls Facility Explorer FX90 supervisory controllers (part number FX90), six BAS workstations/browser-access computers, and consolidation onto one existing onsite Niagara N4 server. The server is existing infrastructure, not a server hardware replacement. - Controller device capacity: 33 controllers at 100 devices, four at 110 devices, and two at 200 devices. Provide device licenses and specified expansion modules, including RS485 and remote I/O modules where listed. - Each of the six new business-class workstation computers requires Windows 11 Pro, a supported 64-bit processor with at least four cores, 16 GB RAM, an SSD of at least 256 GB, Gigabit Ethernet, TPM 2.0, and Secure Boot capability. - Services: Remove and install controllers and workstations; provide licensing, programming, integration, migration, server software upgrades and support, commissioning, testing, documentation, project management, and operator handover. - Notable requirements: Migrate remaining functions from the older Niagara AX server to the onsite Windows Server 2022/Niagara N4 host, preserve existing N4 functions, and demonstrate the older server can be retired. Keep the separate Engineering BAS network and maintain operation and integration of controllers outside the replacement scope; three separately procured controllers are excluded from purchase and physical replacement. - Schedule and support: Complete work within 365 calendar days after award. FX90 controllers include one year of manufacturer software maintenance; the project warranty is one year from documented substantial completion or VA beneficial use. Server support includes a five-year server SMA. - Competition context: The justification cites compatibility, continuity, and avoiding duplication and operational delays in support of a planned sole-source, firm-fixed-price acquisition with Conserv, Inc.
