WSSC Water is seeking on-call engineering support to maintain and apply its water-distribution system hydraulic model for planning and operational analysis. - Government buyer: Washington Suburban Sanitary Commission (WSSC Water), an agency of the State of Maryland; Engineering & Construction Department, Water and Wastewater Planning Section / Water Engineering Services. - Named OEM: Bentley — its WaterGEMS platform is the central hydraulic-modeling environment, with Bentley HAMMER identified for transient analysis. No other vendors are named in the opportunity. - Requested services: Maintain, update, calibrate, and evaluate the WaterGEMS model; perform demand forecasting, water-quality and transient analyses, water-loss evaluations, reclaimed-water feasibility studies, resiliency and redundancy reviews, and assessments of growth, storage, pumping, and pipe replacement needs. Support master planning, capital improvement planning, technical recommendations, and WSSC staff training. - Service labor categories: Principal, Senior Technical Advisor, Technical Advisor, Project Manager, Engineer, GIS Specialist, Technician, Senior Administrator, and Word Processor/Administrative. Each appears as a pricing-schedule classification; actual work is assigned by task order, with no guaranteed service quantity. - Notable requirements: The proposed Principal must hold a Maryland-registered professional engineer (PE) or Board Certified Environmental Engineer (BCEE) credential. Firms must demonstrate at least five years of North American experience and at least five recent water hydraulic-modeling and planning projects, including three involving water-network modeling and water-system master planning. The solicitation includes a 26% MBE/SLBE subcontracting goal and requirements for information security and protection of sensitive records. - Contract structure and value: Three-year base term with one optional two-year extension; the agreement also allows a discretionary 90-day extension. The sample agreement states a total cost ceiling of $6,000,000. Work is authorized through task orders, and no minimum quantity is guaranteed.
Description
