The Town of Cary Utilities Department is soliciting an integrated controls upgrade for the Swift Creek Pump Station to support a power conversion and improve operational redundancy. - Government buyer: Town of Cary, Utilities Department. - OEMs and named technology brands: Allen-Bradley PLCs and Optix HMI; AVEVA System Platform, including its Tier 2 read-only solution; Caterpillar generator interface; and Wonderware, referenced in training requirements. - Products and equipment: One minimum 24-inch Allen-Bradley Optix local HMI; Allen-Bradley ControlLogix, CompactLogix, or GuardLogix PLC and I/O hardware (models and quantities unspecified); interface for a Caterpillar C32GC, 1,000 kW generator; and integration of existing field instrumentation and pump-monitoring devices. These include level transmitters and floats, magnetic flowmeters, pump condition sensors, temperature sensors, current transformers, vibration sensors, and a discharge pressure gauge/transmitter. Part numbers and most quantities are not specified. - Services: Verify, design, fabricate, program, install, migrate, test, and commission the controls; integrate existing pumps and related equipment, VFDs, soft starters, switchgear, generator/ATS, instrumentation, and SCADA; provide training, documentation, and post-SAT support. - Notable requirements: Redundant master and hot-standby PLC operation, shared-I/O redundancy, at least 15% spare I/O per type, staged migration while maintaining required station operations, hardwired high- and low-level float backup, cybersecurity configuration, complete native source-code delivery, site acceptance testing, and pump redundancy. The project supports conversion from 575-volt to 480-volt power. - Term: One-year initial contract term, with up to two additional one-year renewals at the Town’s option.
Description
The Town of Cary is seeking proposals from qualified control system integrators to design, furnish, program, install, test, and commission improvements to the supervisory and control system at the Swift Creek Pump Station. The project will replace and reprogram the existing control and monitoring system as the pumping system is converted from 575-volt to 480-volt power. The work aims to upgrade controls and integrate existing pump station equipment while increasing operational redundancy. Proposals are due November 5, 2026, at 10:00 AM; only vendors registered with North Carolina's Electronic Vendor Portal can submit a response.
